Understanding Electrical Safety in Healthcare Environments
Medical practices, healthcare clinics and other patient care facilities rely on a wide range of electrical and electronic equipment every day. Keeping this equipment safe, properly maintained and suitable for its intended use is an important part of protecting patients, staff and visitors.
Under New Zealand's Health and Safety at Work Act 2015, businesses have responsibilities to identify and manage workplace risks, including those associated with electrical equipment.
For healthcare providers, these responsibilities can involve both general electrical safety and additional precautions where medical electrical equipment is used in patient care.
Medical Equipment Testing and Verification
Medical electrical equipment may require more specialised assessment than ordinary workplace appliances.
AS/NZS 3551 provides a framework for the management and verification of medical electrical equipment, including inspection, electrical safety testing, performance verification and maintenance considerations.
Equipment commonly assessed includes patient monitors, ECG machines, suction equipment, nebulisers, defibrillators and other electrically powered medical devices.
The appropriate inspection and verification requirements depend on the equipment, its intended use, the manufacturer's instructions and the risks associated with its operation.
Patient Areas and Additional Electrical Protection
Some healthcare environments require additional electrical protection because of the nature of the procedures performed and the way electrical equipment may be connected to patients.
AS/NZS 3003 addresses electrical installations in patient areas, including requirements relating to electrical protection and the classification of body-protected and cardiac-protected areas.
Not every consultation room automatically requires classification as a body-protected area. The procedures undertaken, equipment used and applicable installation requirements must be considered when assessing individual rooms.
General Electrical Equipment in Healthcare Facilities
Not all electrical equipment found in a healthcare facility is medical electrical equipment.
Computers, printers, kettles, office appliances and other general-use equipment may fall within the scope of AS/NZS 3760, depending on their use and circumstances.
A healthcare setting does not automatically mean every electrical item requires medical equipment testing. The correct assessment approach depends on the equipment and the environment in which it is used.
Maintaining a Safe Healthcare Workplace
A practical electrical safety programme should consider equipment condition, appropriate inspection and testing, maintenance records, manufacturer recommendations, staff reporting of faults and the suitability of electrical installations.
Regular verification helps identify potential safety concerns, supports preventative maintenance and provides useful records for healthcare providers managing their workplace responsibilities.
