Do We Need to Test and Tag Electrical Equipment in New Zealand?
One of the most common questions we hear from businesses is: “Is test and tag actually compulsory?”
The answer may surprise you. In New Zealand, routine test and tag is not automatically a legal requirement for every electrical appliance in every workplace.
However, businesses still have a legal responsibility to ensure electrical equipment is safe to use and maintained in a safe condition.
What Does WorkSafe NZ Say?
WorkSafe New Zealand recognises testing and tagging as one way businesses can demonstrate that they are managing electrical safety.
The important distinction is that electrical safety is compulsory, but routine test and tag is not always the only way to achieve it.
Businesses need to consider the equipment being used, the working environment and the likelihood of damage or electrical hazards.
What Is AS/NZS 3760?
AS/NZS 3760:2022 is the Australian and New Zealand Standard covering in-service safety inspection and testing of electrical equipment and Residual Current Devices (RCDs).
It provides a recognised approach to inspecting and testing equipment such as:
Computers, monitors and office equipment
Power boards and extension leads
Portable electrical appliances
Workshop tools and equipment
Kitchen appliances and other workplace electrical items
Testing may include visual inspections, earth continuity, insulation resistance and leakage current measurements, depending on the equipment.
Does Every Workplace Need the Same Testing?
No. Electrical safety requirements should reflect the risks associated with the workplace.
For example, an office computer that remains in the same location generally presents a different level of risk from a power tool regularly used on a construction site.
Low-risk office environments may be able to manage some electrical risks through appropriate visual inspections, maintenance and RCD protection.
Construction and demolition sites, workshops and other demanding environments generally require more frequent inspection and testing because equipment is exposed to greater wear, damage and environmental hazards.
